Issue:
The Neutron APs are being managed by the Neutron switch. The Neutron APs are powered on and respond to pings but are detected as being "offline" on the switch. Rebooting the APs would allow them to be re-detected by the switch as being "online" but would later be "offline" again.
Fix:
On the Controller:
Go to Wireless Services under Device Management.
Uncheck all boxes under Auto TX Power and Background Scanning.
